About debt management
The Ministry of Finance is in charge of strategic policy in relation to financial management on behalf of the state. Practical debt management measures are the responsibility of the State Treasury. Government borrowing, debt administration, investment of cash assets and risk management all form part of the government's debt management. Government borrowing is used for funding outstanding government debt and possible government budget deficits. In addition, the State Treasury is in charge of borrowing by certain funds.
The State Treasury also maintains statistics on the government debt. The government debt forms part of the debt of Finland's public economy.
